August 8 Patch Tuesday Deactivated Startup Programs on Restarts.
The custom Program shortcuts you paste into the Startup path's folder no longer appear on restarts. They must be manually Left Clicked after each restart.
C:\Users\user name\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup
Please have Shane give us an answer what Microsoft changed by mistake. Thanks.

I think you would be better asking Microsoft about that as only they know what goes into their Cumulative update.
Complain to them.

They don't know what goes on, they made an error. Staff was cut. Public is Beta Testers, with no communication.
A long battle.
You have to argue with Level 1 India. Only way they move forward is agreeing to transfer to Level 2. This involves being hung up on for 4 hours.
They were reasonable during 8.1 times. Completely downhill now.
The only number is 1-800-MICROSOFT, for those that want to try. Or post to Windows Insider.
Possible a power shell command could be the fix.

You have to know what you need to fix before applying a powershell cmd.
Don't MS have an online chat link ?
If you got a restore point made for the update, use that and let it update again to see if the result is different.

Windows updates daily, knocking your restore point.
All correspondence begins in India. The problem is they are phone operators, know little, most less than us, weak in any other language other than their own.
The only knowledge is at Level 2. Which is difficult to get to now. 8.1 days they let you get their easily
Possibly a good Idea, attempting Chat.
This way you don't have to fight the Language barrier of India.

Use your restore point that was made on the 8th or earlier.
I get minor updates daily that I wouldn't even know about unless I check reliability history, but the major ones usually require a restart.
