Title: Simple System Tweaker: Disable TCP Timestamps?

Hi Shane.

I noticed that this tweak is not selected by default, and under the description it says:
---Disable TCP Timestamps (Can Improve Network Speed On Some Networks)---

Tcp1323Opts is a necessary setting in order to enable Large TCP Window support as described in RFC 1323. Without this parameter, the TCP Window is limited to 64K.


1) Is there a reason why it's not selected by default?
2) Are there specific scenarios to enable/disable this? for example, in a office network? home network? etc.?
3) What are the side effects?

To be honest it has been so long I cant remember why I disabled it by default, I know there was a reason though, I just have to look up why again lol
