What can I do to help someone figure out how to fix this issue?

Hi,
The windows repair tool does not do any harm.
Please go to the internet option in the control panel and in the general tab, use default settings. The internet explorer should go to msn. Microsoft page. If it goes to that page, you may be sure that internet connection is established.
Click the tray icon showing the network access. click trouble shoot net work connection, this may fix your problem.
If the site goes to msn, then go to tools option and then click internet options. Click advanced tab. and Reset the internet explorer. Most problem would be solved. When windows updates, it automates any updates needed for internet explorer

Thank you for the reply...
The troubleshooter responded with:
Windows could not automatically detect this network's proxy settings.
I went into control panel, connections, LAN settings, I put a check mark into Automatically detect settings. There is no checkmark in Use a proxy server for your LAN. After selecting OK the window doesn't go away.
In Network and sharing Center this is what the window looks like:
I went into Change adapter settings, Local Area Connection, Properties, TCP/IPv4, I entered a static IP address, subnet mask, Default gateway.
It doesn't connect. I also tried Obtain an IP address automatically. It still doesn't connect after rebooting.
IE 11 still doesn't open after following your instructions.
Thanks for the suggestion,

I have seen virus roiotkits that hijack the network cause these problems, if you havent ran combofix yet, give it a try and see how it does.

If ComboFix gives you a clean bill of health and you are still unable to connect, you will need to check that all your Network Services are Started
Click on Start, type services.msc then press Enter.
Their startup type should be Automatic or Manual
COM+ Event System
Computer Browser
DHCP Client
DNS Client
Network Connections
Network Location Awareness
Remote Procedure Call (RPC)
Server
TCP/IP Netbios helper
Wired Autoconfig is set to manual.
WLAN AutoConfig (Vista/7 wireless configurations only)
Workstation
If a service is not running, click on it to highlight then click on Start (top left).
If it fails to start then right click to open its Properties and check the Dependencies and that each of them are running.
Any Dependencies that aren't listed in Services can be found in Device Manager/View/Show hidden devices/Non Plug and Play Drivers and could have a yellow alert against them.
Also check for any yellow alerts/red crosses or a downward arrow against the Network adapters.

Hi, I could not decipher what you have given. Is it instructions from combofix or
-
On reflection with this, some adware can also prevent connectivity which Combofix may not pick up.
To check if this is the case, go Start - All Programs - Accessories - System Tools - Internet Explorer (No Add-ons)
If IE opens, click on the Home page icon and see if you can browse.
If that's a go then download AdwCleaner and as an added measure to ensure everything has gone, use the Junkware Removal Tool link lower down the page http://www.bleepingcomputer.com/download/adwcleaner/

If you are referring to the instructions to check/enable the Network services, RPC being started is essential to a number of services.
Go Start - type services.msc and press enter.
Scroll down to Remote Procedure... RPCSS - (which should be showing as Started and Automatic) - right click on it then select Properties.
Under the Dependencies tab you will see what it relies upon and in the lower window, what relies upon RPC.

Hi, I am still not clear
Do you advise somebody or had you tried those things on your computer. JRT sometimes works splendidly.
But your problem is connectivity. Did you try configuring your modem with the authorities. Sometimes this may lead to the solution, as they will give some other workable solution.
Go to control panel, internet options, click advanced and try to reset the internet explorer. Most of the problems would solve . If trouble shooter could not fix the problem, then there is some serious registry problem in your system.I will give alternate solutions, But do not attempt multiple solutions, Shane is expert at this. I once tried multiple solutions, with the result that i have lost all the data and i have to wholly format the computer. Please try lesser risk solutions.
update: try to boot with safe mode with networking by pressing f8 while booting and try to connect with ie

Shane has advised running Combofix which the site says should only be run under supervision http://www.bleepingcomputer.com/download/combofix/
My advice is a follow on from running that program because the error reports RPC failing to start.
As for AdwCleaner and JRT, while I've ran both of those, I've never had the need to run Combofix but not all scanners pick up Adware because in themselves they aren't seen as malicious - whereas AdwC and JRT will pick those up.
However, we still need Docfxit as the OP to post back on progress.

Combofix is automated. You download it, turn off your AV and then run it. It is all auto from there.
IF combofix doesnt run then there is an infection that is killing it and keeping it from running.
The reason they say to do it under supervision is because the whole thing is automated, you dont get a say in anything it does, so if something messes up you need to restore the registry with the backup that combofix does. But so far I havent ever had a problem with combofix and I have found it to remove infections that simply no other scanner could find.
