Title: is it possible to create a boot USB for Windows Repair Software from tweaking?

My wifes laptop has a winload error, and keeps looping the automatic repair. I am a computer tech, and have not yet seen this issue. been reading up on fixes, and so far, windows repair from tweaking may work (as read from the reviews) but it will not let me get even to the windows startup screen. i tried using a repair dvd, along with a windows 8 install disc, and continues to loop. Can this software be put on a usb and loaded to do the repairs? thanks in advance

No because the program calls the current loaded registry which would be the win  pe environment
