A workaround to installing SP1 is to use an ISO which already includes SP1 for the OS install - I assume your install disk doesn't ?
Where did you get the disk from ?
You can enter your valid retail key into this website to download a SP1 ISO and your product key if accepted will download the correct version.
https://www.microsoft.com/en-gb/software-download/windows7
If it doesn't accept your key and it is genuine and a retail key, then contact MS for assistance https://support.microsoft.com/en-us/contactus?ws=support
You can then use https://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool to create a bootable USB or DVD.

Are you getting this error installing Windows? Or Windows update?
-
Btw have you tried repairing with Windows repair? Could be software distribution folder

On my Screen, it says windows is already activated...
Have downloaded and installed the new windows update; No success
Ran Shane's program; No Success
(Currently running 360 to update what we can)...
AND
http://www.windows-update-checker.com/Lists/Win7x86.htm
"I did buy a new GigaByte M/Board"; Windows is not very driver friendly!
Need get back to this problem/issue later

I also tried this procedure:
1) Disabled Windows update Service
2) Deleted all files in c:\windows\softwaredistribution\datastore and deleted files in c:\windows\softwaredistribution\download
4) 3) Downloaded and installed the most up to date Windows Update Agent.
5) Restarted Windows Update Agent, made sure Workstation and Background Intelligent Transfer Services were running.
6) Ran the MS Mr. Fixit program to repair update issues.
7) Ran the Windows update. 21 updates to install (as always).
8) Rebooted
9) Guess what, same issue!

From your opening post I thought your problem was just with installing SP1 which can be problematic and not about your install activating, which is why I've suggested downloading an ISO which includes SP1 and perhaps a reinstall which includes SP1 could resolve the update problem as some updates require SP1 being installed.
That's the way I would go if a sfc /scannow didn't resolve and there wasn't anything definitive in Event Viewer that I could understand.
-
MSFT suggests the related error as; "See Photo"
However, we only have one MUI language installed
Event Viewer Second Photo
I changed the location to China; Still no results;
Continuing with 360 for now

Ooops. Posted a comment in the wrong thread. Comments deleted.

@ Rick - Have a look at this MS article for that Event ID 25. https://technet.microsoft.com/en-us/library/cc735633(v=ws.10).aspx
