I ran the windows repair program and it worked AMAZING but the problem was soon after I found programs not connecting to the internet and when I went to youtube I got this.

I can't do anything about this and I'm not sure what to do.
I'd greatly appreciate any help.

I assume you are using the same computer to browse now ?
What were the problems you were having that WR fixed ?

Just lag and dropped frames for the most part but it caused youtube and some other programs to stop working.
it ran like brand new after running it

Are you using Wireless or an Ethernet connection ?
Lag can be the result of a low Signal to Noise Ratio Margin (SNRM).
That can be caused either by local interference when using wireless or by using a channel in the router which is also being used by a few others.
A lot of routers these days have an auto channel setting which can drop you onto the wrong channel, but can be manually set to a specific channel.
Download inSSIDer3 to see which channel your router is using and how many others are on the same one.
The values are shown as a minus value and are the Received Signal Strength Indicators (RSSI).
Forget the minus sign, but the lower the value the better the signal strength and you want to be on a channel where the nearest user is in at least the 70s and yours about 50 or less.
This can also apply to users on adjacent channels as overlap can also affect your signal strength.

When the right pane populates, click on Networks.

I am using ethernet my connect strength isn't the issue I believe.
It's something the program changed because it happened right after.

Do you have any problems with these in Safe Mode with Networking ?
Which browser are you using - resetting that to defaults could resolve your YT problem but run a command prompt as an administrator and enter -
netsh winsock reset
netsh int ip reset resetlog.txt
shutdown /r /t 00
