Title: Ran repairs now PC won't reboot at all

Good morning

I ran the repairs once in safe mode and when prompted selected to restart the PC.  It didn't boot up properly and I got an error message with the Dell icon stating that registry repairs were taking place. This stayed on screen for about ten minutes before the screen went blank.  I turned off the PC and back on again and it appears that it is trying to start up but can't. It then switches itself off and then on again repeatedly but without starting up.  I can't get into Safe Mode or get it to respond to anything.  I'm at a complete loss and I'm not the most knowledgable about computers - can follow instructions though!  If anyone can help I'd be so grateful.

Which version of Windows are you using ?

Does pressing CTRL+ALT+Delete together bring up the Task Manager ?

If it does, click on File/Run new task and type cmd.exe and check the box to create this task with admin privileges.

When the command prompt comes up, enter rstrui.exe

This should open System Restore to use your restore points back to before you ran the repair program.

Click on Next and check the box to Show more restore points which will give you a better choice of which to use.

Can you say why you needed to run the repair program ?

Hi Boggin

No, I can't get the task manager. I've got Windows 10 home and have been trying to find a fix for the start menu and notifications which disappeared after the update last year.

Without access to the cmd prompt then there isn't anything I can suggest except to take it in to a tech who may have some form of rescue disk, but it would need to be self booting as the F keys don't work in Win 10 as they do in Win 7.

However, hang on a bit and I'll ask to see if anyone else has an alternative idea.

BTW - what are you using to post with ?

EDIT - Because of the locale time difference, it may be a while before I get a response.

Hi Boggin

Update: I left the PC on and doing its on/off thing and it eventually restarted.  I'm currently running the repairs in safe mode for the second time. Hoping this will sort out the stuck start menu and notifications.  Incidentally both these work in safe mode. I've tried all sorts to get this working again so if your tool doesn't do it, have you any further suggestions?

I was wondering if Win 10 would fix itself and if you had left the computer on long enough the first time around.

If the program doesn't fix those and you are unable to use the Start button to select Command Prompt (Admin) to enter powershell then right click on the Taskbar and select Task Manager.

Click on File/Run new task then type powershell.exe and check the box to create task with admin privileges and press enter.

When Powershell opens and you get the prompt to enter a cmd - copy and paste this cmd to the prompt and press enter - this should fix the Start button and hopefully the Notifications -

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

Enter exit to close the Powershell window and then reboot.

Were you connected to the Internet while in Safe Mode with Networking while running the repairs, as Win 10 needs to be while repairs are carried out.

Wireless is default disabled in that mode in Win 10 and while you can manually connect to the SSID through the WiFi icon, you would normally Ethernet connect - but what still isn't working ?

Hi yes, I manually connected to the Internet in safe mode. It's the start menu and notifications that aren't working in regular mode, but are working in safe mode. Very confusing!

That would normally point to something you have installed and is in the Startup menu or an infection.

Let's try the clean boot first.

Right click on the taskbar and select Task Manager - if the page is blank then click on More details in the lower left.

Under The Startup tab click on each item and select Disable

Click on File/Exit then reboot to see if there's any difference.

If you are unable to use the Start button to shutdown or restart then while on the desktop press CTRL+ALT+DEL and click on the power symbol and select Shutdown.

I only have the Realtek HD Audio Manager enabled in my Win 10.

If still no difference and you can't use the Start button then right click on the taskbar, select Task Manager/File/Run new task then type msconfig.exe and check the box to create this task with admin privileges then press enter.

When msconfig opens click on Services then check the box to Hide all Microsoft services then hit Disable all - Apply - OK - Restart

It's essential that you check the box to Hide all MS services before you hit Disable all etc.

Tried those steps but no joy.  Problems started after the Windows 10 update last year. One thing I haven't yet tried is creating a new user profile

You could do but I'd be opting for a repair install.

With the current Win 10 ISO minus any recent updates, that would take you to 1607 14393.0 which is what the version was after the August update.

Subsequent updates bring you back up to 14393.693

If it was the August update that caused your problem, it may have been a bad install, but starting off with that version may resolve the Start button and Notification problems.

You can create Win 10 bootable media by using the Download tool now button, but read the section on creating installation media.

When I perform a repair install, I opt for it not to look for any updates and then do a manual check for updates after.

I also fully disable my Norton Security prior to it as well.

hmmm did you do a graphic driver update at all recently? and do you have more than one graphics card example: one that is built in and one that is in a pci express slot? I'm curious because if you are getting the dell logo than it goes black what i'm wondering is if it's trying to detect a default monitor on another port if you have multiple graphics cards.

No driver updates recently and as far as I know there's only one graphics card. I mostly use the PC for general domestic stuff so haven't added or changed anything for ages.  I first noticed the problem with Start an Action center in October after the Anniversary update.  As I said it works in Safe Mode.  Been trying to find a solution for ages

Yes and it couldn't complete it. 
Another error message I get is that the Action Center won't open. It appears not to be installed, which is weird because that's not something I've done anything to

How far did it get into the repair install and had you disabled your antivirus program if a 3rd party one ?

One other thing you could try is an offboot sfc /scannow after booting up with the install disk.

On the Install splash screen, click on Repair your computer and navigate to the Command Prompt and enter -

bcdedit |find "osdevice"

That is a Pipe symbol before find and is the uppercase of \

Enter sfc /scannow /offbootdir=X:\ /offwindir=X:\Windows

Where X=the partition letter and see what that reports.

Note there's a space before each /

I think it got to about 30%.  I didn't disable the firewall first so I guess I could try that.  I don't have an install disk as the PC came with Windows 8 pre installed and I upgraded to Win 10

I would suggest you download a Win 10 ISO from https://www.microsoft.com/en-gb/software-download/windows10 by hitting the Download tool now button after reading how to create installation media.

With the machine booted up, open Windows Explorer - This PC - with the disk in, double click on the drive to perform the repair install.

Check the button not to look for updates as they can be done later.

Hello, just to let you know, I didn't get as far as reinstalling Windows 10.  I was looking through the list of programs on the PC and noticed one called Windows Essentials 2012.  I clicked on it and it gave me an option to Repair all Windows Essentials programs.  I ran this then restarted and hey presto, the start menu and Action Center are working!!  Do let others know if you think this might be useful.  Many thanks again for your advice.
