How to fully unninstal one of the Windows updates?
1. The installer/unninstaller is corrupt.
2. The uninstall option from the control panel, not possible, does not detect a faulty installation
3. All the best programs for better uninstalling do not support UPDATE (support only applications)
4. Cleaning the registry - do not help.
5. A command from CMD does not solve the problem.
6. System Update Readiness Tool not help
7. Other advanced methods? Waiting for suggestions because in Google there are no better solutions.

Didn't you find in your other thread that it was no longer available when trying to download it from the MS Catalog ?
It is a 2014 update and has probably been superseded.
Did you run Disk Cleanup as an admin as I'd suggested in your other thread.
This will clean out any obsolete updates, free up a few GB from your HDD and could well resolve those Package file issues.
Go Start - type disk cleanup then right click on Disk Cleanup and select Run as administrator.

Hey, I'm not a child anymore and I know how to delete old files in "Disk Cleanup". I also tried various advanced commands but each time an error: that the element does not exist / not found
because some files are missing.
It does not solve the problem anyway.

Buy the Pro version of the Windows Repair program and then you'll be able to use the advanced repairs to repair the package file problems.
An alternative would be either a repair install or factory reset where you would get all of the Windows Updates again, but only those that were applicable.

The pro version will not solve this type of problem because it does not itself have those files that do not exist on my system, so it will not be able to replace them.
The problem does not occur with the Windows Update Service, the problem only occurs with a specific package.

I have manually removed the updates that were installed correctly, now I have a problem reinstalling.
In fact, this update may cause occasional BSOD STOP errors.

Yes, I saw that was a possibility in the MS description.
If it's causing you BSODs then I would leave it uninstalled.
