Take ownership (With the UAC icon) is not available in the pop-up menu if the program has the default-elevated administrator privileges.

Scroll down to the bottom in this article and click on the blue hyperlink for Take Ownership Menu Hacks to add Take Ownership to your right click context menu.

I have this on my Win 7 and a specific one for Win 10 on my Win 10 machines.

It does not change anything, you still do not understand that your method is failing.
But Take Ownership (with UAC icon) (but it does not work if the program has elevated privileges), in other cases an entry appears, in others it is not.

Hi, When you reply , kindly do not use words that would hurt the feelings of the solution giver.
Your query ends without much details, so that moderator could only give general solutions.
You said pop up menu. That should be context menu. You find only take owner ship in context menu.
Anyfile could be taken ownership, if you go to the advanced menu, and change the ownership of the file to be accessed by the user account.
It is easy to edit , the ownership tab in the advanced menu in properties, from administrators to users by giving full power in editing the same.
What you try to achieve would be then possible
