Look under the resolution heading of this article and try this procedure. Please export the key prior to any changes so that you have a backup of the original key! This article is for windows server 2003 and windows 200, but should work the same for Vista or 7.

Reboot first and then do the repairs again, skip the reset file permissions repair and let me know how it goes

I had this happen on a xp system that had something wrong with its file system. Skipping this repair let all the others work fine.

What about safe mode? How does it do when you run it there?

except that it looks awful and I don't have internet connection, I don't see how running the system on safe mode is helping me solve the problem...

and I don't have internet connection

This isn't true if you select "Safe mode with Networking" option.

You are only going into safe mode to see if the repairs run ok there, that is all.
