I have hidden and system files enabled to be shown. I want to add startup items to the all users startup folder as adding them to m actually user folder doesn't have any effect. Enabling startup items through the official way (via Windows settings, task manager, etc.) has had no effect. Windows 10 is standing on my last nerve! :p

Your image doesn't expand to read the file.
Can you open a Command Prompt (Admin) and enter these cmds to see if they resolve -
dism /online /cleanup-image /restorehealth
sfc /scannow
Let me know what they report.
Enter exit to close the cmd window and reboot.

This was happening to me recently, you need Pressed Windows + R then type “%appdata%” and hit enter that's it.
