Everything Else / Why is Tweaking "Windows Repair" loaded at startup

I have just tried out Tweaking repair. It didn't solve my problem but it seems like a worthwhile program to run when I do get a problem.
What I don't understand is why it is running all the time?
what is it doing?   :confused:
