General Computer Support / Photoshop and Solidworks - high resolution monitor 3840 DPI - small ICONS

I am running Windows 10 on my Lenovo P70 with the high resolution screen and dual 1 terabyte drives.  The problem is the Toolbar and related Icons are very small and changing settings does not work.  I found a temporary solution which involved adding a manifest file in the registry and that quit as soon as I used the slider to change size of icons and it no longer works. 

ANY SUGGESTIONS?  This is a major challenge - Lenovo tech support has worked on it for over 8 hours without success.
