Tweaking.com Support & Help / Update 3.9.4

Just downloaded the latest version (3.9.4, released 6/28/2016) and keep getting the following when trying to run it after the download:

Missing File: TweakingImgCtl.ocx

Is this a bug or what should I do to overcome this problem?

Running Windows 7 Home Premium 64 bit, using Chrome browser.

OK . . . therefore, if I can replicate the existing 4GB memory module regarding all tech specs, especially timings and/or voltage, I shall only consider replacing the smaller 2GB module.

Everything Else / Replace Existing Memory Module?

I use a 3 year old HP Pavilion Notebook 64-bit computer, dv7-6113cl.

It has 2 memory modules, 4GB and 2GB.

I am considering upgrading the 2GB to a 4GB.

Question - When replacing the 2GB with a 4GB, should I also replace the existing 4GB memory module, and if yes, why?

Well, I ran combofix in Safe Mode and it ran well with no problems.

However, nothing positive has been happening regarding a lot of sites either opening and quickly closing or not opening at all (mostly the latter).  Additionally, I have tried to create manual restore points from time-to-time without success during the past several days.

As a test, I often use Microsoft.com and since this problem started, it has failed to open every time.

Where should be done at this point?

I ran combofix . . . an absolute disaster.

It ran for a few minutes and I left the room.  When I came back the sign in screen was on.  After signing in combofix took over the computer with rapid recurring minimized fluttering windows which I could do nothing with.

After letting it run for about 10 minutes, I manually shut down the computer and rebooted in Safe Mode.  From there I was able to do the most recent System Restore and now am back to this perplexing problem.

I looked at the add-ons and disabled many of them . . . I did not disable any of the about 30 Microsoft ones found in the "run without permission" listing.

Prior to running combofix I had disabled Microsoft Security Essentials, my antivirus.  After restoring it defaulted to being back on.  I then ran the full version of it and after checking 3276835 items, it returned a clean bill of health.

Oddly, I cannot access some well known sites like Microsoft.com and USAA.com but can access sites like EBay, Costco, etc.

Also, I am now getting a lot of "Errors on this webpage might cause it to work incorrectly".  In details it says "str is undefined".  For example, this is happening on this Forum site and my email sign-in window.

Where do I go from here?

When opening various sites, some open and some cannot be opened ("A problem with this webpage caused Internet Explorer to close and reopen the tab").  This is a new problem for me as of yesterday. 

It began after doing all of the steps in Windows Repair v2.8.6.  Since many settings were reset/repaired/changed (I recall seeing 44 action lines) I wonder if there could be 1 or a few that is causing this problem and that I could revert/change just those?  The computer is significantly faster now.

Also, when accessing the Control Panel, some of the line items are functional and some, for example, System, open for a few seconds and then disappear.

My computer is an HP DV7-6113CL.  I use IE for a browser and the operating system is Windows 7 Home Premium v6.1 64-bit.

Thanking you in advance for any help/suggestions that you may be able to provide.
