I'm sorry it's not working anyway forget about it.
Ah,i forgot to tell you about something in your A.I.O Windows repair
the WMI repair makes action center reports that there's no antivirus program active (i have ESET Smart Security installed)
i googled that and i found this solution :
In safe mode, delete the value
HKEY_LOCAL_MACHINE\SOFTWARE\ESET\ESET Security\CurrentVersion\Info\WscState

Memory : (RAM) 2.00 GB
Graphics : Intel(R) G41 Express Chipset
Storage : Total size of hard disk(s) 465 GB
Network Adapter : Atheros AR8151 PCI-E Gigabit Ethernet Controller (NDIS 6.20)

The modified date of the exe is disappeared screenshot is in the attachments.

Notes:
when i opens network in normal mode computers on the network is visible but i can't open them.
Safe Mode with Networking no computers are visible.

Which security programs do you have installed ?
#Eset Smart Security and i disabled every thing in it (fire wall,protection,...etc) and nothing
Have you checked to see if you have a connection when booted up into Safe Mode with Networking ?

Have you been into Device Manager/View/Show hidden devices and checked for any yellow alerts, red crosses or any downward pointing black arrows ?

Dude,
I followed what you said twice and nothing happened please read this again
when i Turns on pc and opens internet time and change settings and clicks update now the following happens:
Unable to start windows time service.Please try again later.
when i start windows time service :
an error occurred while windows was synchronizing with time.windows.com (there are 5 servers all of them gives me that message except
time-a.nist.gov it gives me that:
an error occurred while windows was synchronizing with time-a.nist.gov.The operation returned because the timeout period expired.
The clock was most recently synchronized on 25/11/2014 ...etc)
And anything else about the network problem?or we gonna solve time first?

I reset my services to default using
http://www.blackviper.com/custom-services-registry-file-creation-tool/windows-7-custom-services-registry-file-tool/windows-7-ultimate-service-pack-1-32-bit-custom-services-registry-file-creation-tool/
and nothing....
so the services isn't the problem
what else you got?
any other causes?
(I think i'll have to reinstall windows again LOL )

i tried the steps in that article you'd linked and nothing
i was trying to do a clean boot  i followed that:

but no one mentioned anything about roll back to default
The  sfc /scannow  told me "Windows Resource Protection did not find any integrity violations."

is that means if my pc is just 10 secs less than the other one i can't connect?
I disabled firewall and nothing
Internet and such do work correct

Actually i tried system file checker and nothing
i checked my restore points and discovered it's deleted ! :cry:
anyhow just tell me what's the causes (all causes) of this error : 0x80070035 please

What were you doing with the services ?
I followed a wrong Tutorial
i didn't make a restore points before that other restore points are old.
Network error code 0x80070035
Internet time error: Unable to start windows time service

I can't connect to a network and no one can connect me
also internet time isn't working : "Unable to start windows time service"
This happened after i missed up services
i tried tweaking AIO windows repair and nothing
is there any thing else related to this
