I ran SFC and I've attached the errors that could not be repaired.  Since I am not sure of whose machine I can get utc.app.json and telemetry.ASM-WindowsDefault.json for Windows 8.1 x64ver. 6.3.9600 I hope I can get it from someone here.

Sorry for the delay in getting back, I was sick.  Editing the permissions worked for the files that I had copies of but apparently there have been a few added, as you can see in the attached.  I would really appreciate it if you could find the missing .cab files:

Hi

I have Windows 8.1 6.3.9600 64 bit, and I ran pre-scan, then chkdsk, sfc and DSIM to fix most error reported. However I still have a corrupt file KB2976978.  I found the that elw's list had the same file also corrupt so I downloaded the zip, extracted it and removed the other packages.  When I tried to copy them I found I needed permission so I ran the permissions registry file, and as you see in the screenshot I got the context menu option.  I ran it on c:\\Windows\servicing\Packages and when I tried to copy again, I was told I needed to provide administrative access to copy, I did so and then I was again told I needed to permission to perform this action.  I tried taking ownership several times, even taking ownership of the servicing folder with the same result. :rolleyes:
 
Any ideas on how to copy to this folder?

This is similar to another problem I had where the presence of a un-updated version of a file prevented the updating of it (only makes sense to MS I guess), so I opened an elevated command prompt (right click on cmd.exe and Run as Administrator) then type the following lines:
net stop wuauserv
net stop BITS
cd %systemroot%/SoftwareDownload
ren Download Download.old
cd DataService
ren Dataservice.edb DataService.old
net start BITS
net start wuauserv

Then reboot TWICE, and run update.

Hopefully this will help.
