General Computer Support / Explorer.exe malfunction

In preparing to update a computer from XP SP3 to Windows 7, somehow Explorer.exe was corrupted/lost.  The computer boots to a fancy, blank screen.  The error message is:
Explorer.exe - Unable to locate component
The application has failed to start because Normaliz.dll was not found. Re-installing the application may fix this problem.

So ... I've been searching for a download of Explorer.exe for Windows XP SP3 and entered a labyrinth of "fixes", including this one: http://en.kioskea.net/forum/affich-526383-explorer-exe-doesn-t-start
No luck.

I can get to Task Manager, New Task, and Browse.  I've connected an external hard drive that, if it had the correct version of Explorer.exe, perhaps I could run Explorer.exe from there??

Or edit the Registry?  Explore.exe is in several places in the Registry.  Except not where Windows needs it at Startup?

No answer provided by the MS experts.

Attached shows the generic icon, applied to docx files.  All other Office program files (Excel, PP, etc.) have correct icons.  Why not Word 2013 documents?

Everything Else / Microsoft Essentials: cannot uninstall to install

Microsoft Community hasn't helped with this.  Perhaps Tweaking ...

I've tried several time to install Windows Essentials 2012 so I can use Photo Gallery.  Download link here http://windows.microsoft.com/en-us/windows-live/photo-gallery-get-started

My computer says WE is already installed. See attached.  Yet ... I cannot find it anywhere and, therefore, cannot use it.  In Control Panel / Programs & Features, Windows Essentials is not listed.  It's also not listed by uninstall software (Revo Uninstaller Pro).

How do I uninstall a program (ME) that's 'not there' so I can install it?  Alternatively, how can I find what the computer thinks is the installed program?

Hello Tweak King --
Ran into this problem before. More informed now, but no less inept at solving.  See attached error message.

The VSS Repair tool didn't repair the problem.  Any other ideas are most welcome.

General Computer Support / MS Security Essentials -- Fails to Install

Why won't MSE install?  (See attached pic of error message.)  :confused:

General Computer Support / Volume Shadow Copy is Caput

For about two weeks I've been wrestling with volume shadow copy error. See attached screenshot.

I've run multiple Check Disks and Scans and they haven't fixed it.  I've also tried most of the repair strategies listed here http://www.tomahawkbackup.com/faq/content/5/117/en/volume-shadow-copy-service-vss-troubleshooting.html.  Didn't work.

A Microsoft Tech Support agent ran Windows Repair All v1.9.12 and even that didn't repair the problem.

I am not running any other backup or shadow copy service.  And the drive for the backups is fine.

The Windows 7 Action Center will not let me change the backup location (an external drive) nor restore a backup.  Maybe registry keys for VSS have been fouled up by some registry cleaning about two weeks ago.  But how to repair it?

Short of reloading Windows 7, any repair ideas?  Thanks.
