General Computer Support / taskbar insensitive - no start menu, can't click on icons; 3 tweaks in safe mode

I think I changed one too many users or groups. I tried to more several things to group Users. BTW, My computer doesn't have a SYSTEM account but there are several files with group SYSTEM and even some with user SYSTEM which for sure doesn't exist.
