General Computer Support / Somehow I've trashed Windows 10

My problems started when my primary profile became corrupted. Would log into a black screen.

So, I created a new profile that worked nicely except for these issues:
⦁   Some apps started having problems, including Windows Security.
⦁   Right-dragging and dropping a desktop shortcut or folder icon causes a 2-second hour glass, then the screen blinks.  Instead of a pop-up menu, the icon goes back to its original position.  This happens in all profiles, even in safe mode.  Left-drag and drop behaves normally.  Creation of new shortcuts and folders works fine.
⦁   Dell SupportAssist Installer fails with a generic message.
⦁   MalwareBytes and HitmanPro find no malware.

What I've done:
⦁   all Dell hardware diagnostics pass
⦁   Samsung Magician finds no problems with the boot SSD
⦁   SFC /scannow returns this message: "Windows Resource Protection found corrupt files and successfully repaired them.", but running it again produces the same result.
⦁   DISM returns: "The restore operation completed successfully."
⦁   I might have made things worse when I set security permissions to every file and folder on the C-Drive from the root down.
⦁   Windows Repair all-in-one did not fix any of these issues.

I've run out of ideas.  Can anybody suggest something else I can try?

My system:
Dell XPS 8700, 250GB SSD + 1 TB SATA, i7-4770 CPU, 16 GB RAM
Windows 10 Pro, ver 21H1, build 19043.1320

Windows Server 2016 Essentials is a complicated little bear.  It is basically Server 2016 with limited built-in licensing.
Active Directory and DNS are automatically installed so it becomes the Primary Domain Controller.
I'm reading that WR tends to choke on Domain Controllers.

At this point, I have gotten it to boot to the desktop, but the AD and DNS roles aren't behaving correctly.

Best Practices Analyzer, integrated into Server Manager.   Locates configuration issues and suggests remedies.   I stopped reading after the first 10.  There must have been more than 30.  Not your fault.

Tweaking.com Support & Help / WR AIO hosed my Server 2016 Essentials

I was seeing too many entries in BPA so I decided to run Windows Repair.  Huge mistake.  The system would do nothing but blank screen after reboot.  I had to get in my car and drive 3 hours to recover.   After performing a "last known good configuration", it now boots but Server Manager hangs at the collection phase.

Now I need a little advice.  Can this patient be saved?

Today I ran Windows Repair All-in-One on my Server 2012 R2 domain controller and I'm still trying to clean up the mess.  At least 4 services startups were changed from Automatic to Manual including NetLogon, Intersite Messaging, and Windows Time.

Was I not supposed to run this thing on a domain controller?   Uh, maybe a warning would have helped?
