Security Installation Flaw in Windows Operating Systems

Installing some new versions of software only allow the software to be seen and used by the current user, when you lo back in as the administrator; they do not appear.

please fix this security FLAW

What are you talking about? My programs?

This isn't a flaw in Windows, this is by design based on the setup program itself. Windows doesn't control it, that is all done in the setup program. And in thoe setup programs it is up to the people who made it to decide if it is installed in all users or current user. Normally it is an option given to the user during the install.
