As it is past midnight here I will have a go tomorrow morning.
Have I understood your info correctly?

Run all as Admin:
1. Manually uninstall all .net manually
2. Reboot
3. Use cleanup tool
4. Reboot
5. Use installer cleanup utility msicuu2.exe and remove anything .net related
6. run .net installer

This is new territory for me, Shane, so I want to do it right.

Hello Shane, today I carried out the procedures but still no joy. Re the running of msicuu2.exe
it did not produce any links at to anything. I noticed there was a RESET button but just selected to run as is. Prior to starting the procedure there was only .net framework 3.5 showing in Add and Remove function so manually uninstalled it. Upon running of NDP452-KB2901907-x86-x64-AllOS-ENU.exe I was given choice of Repair or Delete v4.5.2 so selected Delete but it failed to do so.
After total procedure I ran Nirsoft myuninstall and saw v4.5.2 was still there so selected uninstall but that failed also. It appears that not having .net framework 4.0.30319 in the system prevents v4.5.2 from being uninstalled. Please see screen grabs taken at various steps. Thanks

Hello Shane, I have just re-run NDP452-KB2901907-x86-x64-AllOS-ENU.exe again but this time selected Repair. Earlier I had selected Delete. All up and running OK. Checked the install of v4.5.2 and it is dated today. The programs that failed to run earlier all OK. You are brilliant! Thank you.

Good to hear that got it working :-)

As you can see getting .net to be reinstalled does the trick, this one you had was way more of a pain then it normally is for me, but thankfully you got it going  :artist:
