Windows 8.1 Login Problem

For some unexplicable reason, my wife's Win 8.1 login page does not show the local account info, namely, her email address and box for password.

She, obviously cannot sign in.

Doesnt hitting ctrl + alt +del twice bring up any login? Have you also tried going into safe mode or is the page just simply blank?
