fix 7 internet explorer hanging

For Latest version. Ran on several win7 IE8 and IE11 machines (in safe mode, nothing else running) but fix 7 internet explorer hanging. Sat for at least an hour...  Known problem?

- It happens all the time.
- Post a screenshot when the program stalls.

Solution:
- Stop the program.
- Run all other repairs first but for the time being skip that problamatic repair.
- Then try to run all repairs again.

The repair IE is just registering dll files. So it is calling the regsrv32.exe is all. So it is that that is hanging and is hanging up on a certain file. When that happens it usually means the file is corrupt or it is having permissions problems.
