link checker broken; and captcha on user posts is broken

I tried running the precheck on my system.  The vars section looked mostly ok, but the link checking was totally broken.
found hundreds of errors on valid links that it wanted to correct to point to invalid links.

I would post more examples, but I don't know how to copy/paste the info. 
One it claimed my 'D' extension is a shorthand to my docs dir.  Claimed target didn't exist.
but explorer seems to resolve it just fine.  So not sure what all the problems are.

Are you sure this works at all?  Why would it be declaring links as invalid when they work in explorer, cmd.exe and bash.exe (in cygwin)
