Stuck in Safe Mode Loop

I had numerous issues with my Dell XPS 13 9310, so I downloaded Windows Repair.  It said to boot into safe mode to use.  I clicked on "Boot into Safe Mode" and reboooted.  Now I cannot get the computer to do anything but keep asking for the Bitlocker key, no matter what I try to get it to do.  I input the key, that I verified is correct, and it says "unlocking", then it reboots and goes back to the blue screen asking for what type of keyboard.  I click on US keyboard and then tried clicking every possible choice (startup, command prompt, etc.) and reentering the Bitlocker key, but it just goes back to the same screen.

I am in my 80's and don't understand all of this.  Can someone please help???

See if these steps to suspend Bitlocker will help -

You could also try a cold boot by pressing and holding down the power key to see if it has cleared when you reboot.

Wait a few seconds before you reboot.
