Fullscreen optimization in Windows 10

Greetings, friends. I'm in desperate need of your assistance. Because I've been unable to resolve a computer problem for the past few days. Guys, I was looking for a solution to this problem on Google yesterday and came across this article. But I'm afraid I won't be able to follow the advice given there. Guys, could you tell me which one is the best and safest for my computer?

As you hadn't posted a link to the Google article, I've found this one -

The Settings or the one for all users may be applicable rather than using the registry editor.
