You didnt tell me what version of Windows

And what version of IE is currently installed?

Also what exactly happens when you open IE? The more details the better.

What kind of error do you get then you try to start IE? What does it say in Event Viewer?

Can you start Internet Explorer with all add-ons disabled? (Click the Start button Picture of the Start button, click All Programs, click Accessories, click System Tools, and then click Internet Explorer (No Add-ons).)

Here is a "Auto Repair Internet Explorer" program: http://www.ghacks.net/2009/10/14/auto-repair-internet-explorer-with-fix-ie-utility/

And here is also a program that had helped people with IE "IEFix - General purpose fix for Internet Explorer" http://windowsxp.mvps.org/IEFIX.htm

OK lets see if something put a regkey in to block iexplorer from running :-)

In the registry see if you have this

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options\iexplorer.exe

and do you have anything under
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\safer\codeidentifiers\
and
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Group Policy Objects\

Let me know what  you find, feel free to export those keys and post them so I can look at them :-) (If you post them make sure to put them in a zip file)
