I've tried the tweaking method of fix with no result, tried to manually start it again in services, no result !

Can this be repaired ?

Give me some more info and we can see what next step to take.

The windows time service should be set to automatic but it wont be running all the time. So once you start it it may just stop again.

Have you opened the time properties, go to internet time and clicked to have it sync, do you get an error?

I have attached a pic of the error. I tried to set to automatic, still no go. I noticed the date / time has no dependencies.

That doesn't look right to me. It looks like it is grayed out so that no changes can be made. If that is the case, it is the result of a virus. Either you are currently infected with something, or this is the result of a past infection. First thing I would do is run combofix and see what it finds. Then we can take it from there.
