From what I can find on it, it cant find files it is looking for, it is set to use windows updates to pull files as well, but unless windows updates is not working right then it should have been able to pull the files. From what I can tell you can try to tell it to use a offline image of Windows 8.1

One option that should work is a repair install and let the files all get reinstalled
