Some times it is because of a printer driver that the spooler crashes.

So try this, go to C:\Windows\System32\spool\drivers

Backup what ever you have in there to another folder, then once done remove all the files from "C:\Windows\System32\spool\drivers" and then try starting the spooler and see if it crashes again. If it doesnt then you know it is a driver that is doing it

Which part? Moving the files?

Open a cmd.exe as administrator and then run
sfc /scannow

Let me know if it finds anything.

OK reason why I had you run that is because I have seen viruses infect the spooler.exe and the sfc would show me that if the file wasnt correct. And sfc looks like it has been disabled. So it looks like that might be the case.

What tools have you ran so far to scan your system for infections?

Yeah, norton is not on my list of tools to use lol

Ok try some of these
https://www.malwarebytes.org/antirootkit/
and
http://www.bleepingcomputer.com/download/tdsskiller/

Normally I would have you use combofix as well but I dont know if they got support for windows 8 added to it yet.

Please try to run sfc scannow after this step.
1. Click Start, type Services.msc
2. Double-click Windows Modules Installer
3. Set its Startup type to Manual
4. Click OK
Probably now you could run sfc scannow. Pl do it and let Shane know what it reports.
The Bottom line is "Check your hardware first if it supports the task you try".

Can you check if you get the same error message with chkdsk /f or just chkdsk without any parameters - or if you run sfc /scannow in Safe Mode.

While I'm not familiar with that error message, did you try sfc /scannow in Safe Mode ?

Do this, run the chkdsk again but do this command

chkdsk C: /r

It will come up and say the drive is in use and would you like to schedule it, hit Y and then enter. Then reboot.

Before windows comes up it should start the chkdsk and it will check for bad sectors as well, this scan will take a while so keep that in mind before you do it in case you need the system for anything.

If it doesnt start the chkdsk at the next reboot try the command again, for some reason it doesnt always take on the first try.

If that still fails then you may find something in this article or the sub link in its first post to address your original problem  http://h30434.www3.hp.com/t5/Printer-All-in-One-Install-Setup/drivers-won-t-load-in-windows-8-1/td-p/4488902 but because the registry fix didn't get a reply, that hasn't been confirmed as a fix - but before you make any changes to the registry, click on RPC > File > Export > give it a name and that will back up that folder which you can restore in regedit by File > Import then click on the .reg file then Open.

In services.msc can you check to see if RPC RPCSS is showing as Started and Automatic ?

I did chkdsk C: /r. After 2 hours scaning, I tried again to start print spooler, not working. It can not solve this problem.

I checked. RPC RPCSS is showing as running and Automatic .

I followed fowlling steps, but there are not "Internet" under Rpc.

NOTE: Serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully.
1. Click Start, click Run, type regedt32 in the Open box, and then click OK. This starts Registry Editor.
2. In Registry Editor, expand HKEY_LOCAL_MACHINE.
3. Under HKEY_LOCAL_MACHINE, double-click Software, double-click Microsoft, and then double-click RPC.
4. Under RPC, select Internet.
5. On the Edit menu, click Delete to delete the key.
6. On the File menu, click Exit to close Registry Editor.
7. Click Start, and then click Shut Down. Select Restart in the list, and then click OK to restart the computer.

I didn't have Internet under my RPC either in Win 7 but thought Win 8.1 may have been different.

From what you have tried, unless Shane has any more ideas - I think the only option would be to Refresh, but you could create a bootable 8.1 ISO from http://www.microsoft.com/en-us/evalcenter/evaluate-windows-8-1-enterprise (read the Pre-Install info) and use Imgburn to create the bootable disk http://filehippo.com/download_imgburn and boot up with that to see if an offboot sfc /scannow would sort things.

In Win 7 when you boot up with an install disk for this, you select Repair your Computer and navigate to the Recovery Environment (WinRE) and select Command Prompt.

At the cmd prompt enter bcdedit |find "osdevice" (that's a Pipe symbol before find) and using whichever partition letter enter (assuming C: )

sfc /scannow /offbootdir=C:\ /offwindir=C:\Windows

I think this should be similar for Win 8 etc. but Shane will probably be able to guide you should you need to adapt any steps for Win 8.1

Glad you were able to sort it.

It seems as if the causes are becoming much more complex that standard or recognized fixes no longer work and the final solution of a reset of some description is becoming the only solution.
