Unable to access Safe Mode.

curious question here; you still have old restore points?
I would restore back to the oldest one;
reset performance to best or controlled by windows.
Note; I would, not run any repair program until I made sure I had all the latest updated drivers and software installed
Hence, search drive the life, see if it can update any drivers for you.
then, later, if you have system problems, run the All in one windows repair...
But, clearly, keep a backup before doing so.
What system are you running you need hold the shift key?

That is normal when running the repair app store repair. Just removing them and reinstalling them is the trick after the repair. If the app store is working simply skip the app store repairs :-)

My computer is a Acer All-In-One Desktop PC with Microsoft Windows 8.1 as its operating system. The ACER Technical Support staff told me about the hold & KEEP held shift key 'trick' BEFORE the computer reboots, when my computer was unresponsive as caused by defective 3rd party downloaded & installed software. Without this knowledge, I was unable to get into the Safe Mode settings etc to Reset the computer or in other words do a operating system reinstall.
