I've managed to install all the Windows 8.1 updates, except a .Net update, which failed with Windows Update error 0x80073712, so I tried to run the "DISM.exe /Online /Cleanup-image /Restorehealth" command, per this.
And it stalls at 20%.
Update: I'm being offered an upgrade to Windows 10. Would it solve these problems or simply inherit them? There's no data or software preferences on the machine, to speak of, yet, so a fresh install wouldn't be unacceptable, if it gives that option.

It takes for ever and may stick at 20 percent just let it run till it finishes.

Thank you for that tip. I ran DISM again, in clean boot mode, and, after over three hours, it reached 100% and reported that it had fixed a corruption.
I tried update KB2978041 again, using a downloaded file, and it failed.
I restarted, still in clean boot mode, and re-ran Windows update. Update KB2978041 failed again, with the same error as before, 80073712.
I have a CBS log file, but it's 113 Mb. I also have several "CBSpersistnnnnn" files.
