Windows update KB2976978 will not install

Just wondering if you could override that by activating the hidden admin account -

Once done, successful or not, remember to disable it.

Same thing again, apparently the ones I deleted came back and again I could delete all but two
UPDATE !!!!!!! IT INSTALLED. I JUST DECIDED TO CHECK TO SEE IF IT WOULD INSTALL AND AMAZINGLY IT DID ---HAVE NO CLUE WHY IT WOULDN'T INSTALL YESTERDAY WHEN I DELETED THE FILES FROM THE REGISTRY
HOWEVER!!!!!! Even though the windows update installed i still have another problem (thought they were tied together) and i might need to start another post. I immediately tried to install the windows 10 (from USB) and i got the same message as before "Modern Setup Host has stopped working"

hmmmm modern setup host stopped working? have you tried to use the windows 10 media creation tool?

hmmm I've been working on trying to make it easy for the average user to update windows so do you wanna test something for me? if so i'll upload it on the post. let me know
Edit:I finished it and tested on a bunch of machines let me know how it goes :D

Already tried to install directly from usb without success. I am out of pocket this weekend so no access to computer to try anything.
