Hi , samson, i want you to elaborate so that i could understand how anybody could block . It seems clear that my ISP is not filtering...

A site may subscribe to a precompiled list of "spammer's" IP addresses, which may be based on individual IP addresses or more likely a range of them. Example ...55.444.33.01 - 55.444.44.99 so if if an IP address falls within that range then it could be made subject to a block. If an IP address is dynamic and simply cycles to another address in that range, then it willl still be blocked.
Sites log IP addresses...See attachment for tweaking.com, so it can be easy to block an address.
It still is not clear if you are being blocked from that site or the site has been suspended as per Muhammad's earlier post.
Again, post a link so we can try to acces it.

Not true.
"BSNL enforces censorship of online content as per orders of Indian Department of Telecom."...File sharing and file hosting websites do get blocked.... "It was reported on 7 July 2014 that an updated court order blocks just 219 sites. Included are many file storage and torrent websites." (Source: Wikipedia).
I'd call that filtering/ censorship.
