But, how to check upload or download, I think downloading. I do not upload anything to the site, i mentioned.
But i want to know, how any site could block me from accessing? If the ip, then i do not use static ip. How could one site block me ?
                is it possible? Is it my service provider or the host provider of that site

It could be either, the host site may block a range of your ISP's addresses, so a dynamic IP would make no difference, or your ISP may be filtering access to certain sites?

              It is a site allowing all the tv serial download. I was interested in old serial tv, which i could not see using youtube. Always buffering. So, i downloaded from that site.
                    your second concern shows that it is possible to filter my ip, internal, by the site? Then it is security concern. I do not think.
                       Interesting, so they have stopped or it is auto system generate, if one go beyond their download limits. I do not know about those things. Will you please so how could it have happened.

                              when you go the link to download, there may be some software to capture which ip is downloading or viewing one site. But that is only the external ip and not your internal ip. I suppose, pl educate.
                                Then when i boot my computer , after some time, i get some other external ip, which would think it is impossible. Otherwise, the block would have been thro accessing some thing more than ip . Like, modem or routers special number , some name i do not remember. It is some kind of device id..
                                 But my avast antivirus scan shows no vulnerability of network setup. It scans both your pc and also, the router. So, now it is learnt , that anysite, one access , would be able to block if one wants, Is it correct?

Would you elaborate on that .
                     So much persons would be downloading so many things from so many websites, which allow. If the ISP is after that , it means that they are checking on the activities , which are having excess download. But after allowing downloads , i do not think that isp would be filtering .
