Normally This appear when website's account suspended due to over bandwith or other problems like DMCA or shared hosting.
its not your/user problem but the web hoster suspended website

Hi, Ofcourse, i downloaded a no of files for my viewing. But there was no alert , when i was downloading. . The site was indeed was having download links in the pages i visited. Is downloading more from one site freely would be the cause? Host site and host provider. What is the difference .
I have not experienced this behavior so far. Does that means the website is not available for anyone or except me?

Muhammad's comments seem most likely. The site may be suspended for hosting links to copyrighted material, if so it would not be just you that was unable to access it. Try http://www.downforeveryoneorjustme.com/
