Can you open a Command Prompt (Admin) and enter sfc /scannow to see what that reports.

I've done /sfc scannow multiple times, never anything negative.

Do you get the same problem in Safe Mode with Networking ?
Are you using wireless or Ethernet and do you get the same on both ?
Win 10 has a Network reset option which perhaps you could try.
Start - Settings - Network & Internet - then scroll down to click on the link.
There is a more aggressive method and that is with the elevated cmd netcfg -d
This can change network adapters as it tends to do on mine.
I use an older Win 7 wireless driver instead of the March 2016 one that the Win 10 upgrade installed so I have to go into the Store to change it back.
One other thing you could try, although I'm not sure it would do it and that is to change your DNS servers in the computer.
Go Start - type ncpa.cpl and press enter.
Right click on the adapter you are using and select Properties - click on (TCP/IPv4) then on Properties.
While you are in there it won't hurt to uncheck the box for (TCP/IPv6) as that has been known to cause problems when left active.
Click on the lower radio button for Use the following DNS servers then enter 8.8.8.8 into the top row of boxes, tab down and enter 8.8.4.4 into the lower row.
Check the box to Validate settings upon exit - OK - Close and that will invoke the network troubleshooter which should report no problems found.
Reboot then see how they perform.
To restore to default DNS settings, just click on the radio button above that one and click OK - Close.

So, it is finished. I gave in and made a bootable usb, I've tried everything suggested here and many, many, many, many more, but nothing seemed to work. I wish I could have returned with a solution for anyone else who have had this problem, but I have nothing.

I have two laptops upgraded to Win 10 where just one when I have a few tabs open, will revert to a blank window with a busy on it in one or more of those tabs.
I'm sick of resetting IE 11 to defaults as well as repair installs, but I know it's machine specific so I'll keep at it as time allows.
