woah that is a server configuration issue. what kind of server are you running?
is it a linux server? if so i can help i do run linux servers samba rtmp etc.

Well Guys, I finally figured it out. I went to Control Panel, Programs and Features, Turn Windows Features on or off, SMB 1.0/CIFS File Sharing Support, and found that only the client box was checked. Checking the server box and rebooting solved the problem. Evidently, the new Insider Preview build turned it off.

Boggin:
Well, I was right - but not knowing why.

It may have been something to do with the recent Ransomware attack using Windows SMB vulnerability which I believe a subsequent update patched all of the general release of all Windows - Insider versions may have been treated differently.

You may want to report that in your feedback.

In 1703 15063.540 that doesn't break down to include Servers.
