stuck on "Checking that all needed files are in the program folder and haven't"

Hmm... thought disk cleanup would have cleaned those files as they were Temp.

Had a Google for those files and came across this article which has an explanation for them and a possible fix.

Perhaps you'd like to try that dism cmd from an elevated cmd prompt, but first, go Start - type services.msc and press enter.

Scroll down to and click on Windows Modules Installer then on Start in the top left.

This will start the TrustedInstaller as that is its service - default setting is Manual but not started.

You can start the Telnet Client from Programs and Features/Turn Windows features on or off, but see if that dism cmd does what it says in the article.
