Unable to access folders in MY Documents Folder

Up until a couple of days ago, I was able to access My Music, My Pictures, and My Videos folders  in My Documents under Libraries/Documents/
Now I am told "You don't current have permission to access this folder and refers me to the Security Tab in the Properties for each folder.
Since I don't have the knowledge to fool around with these settings, I decided to try running Tweaking.com Windows Repairs Permissions repair.
I did so and it didn't fix it
So here I am.
what do I do next?

Do you have any restore points that will take you back to when you were able to access these ?

What version of Windows are you using as there are a couple of batch files that will add Take Ownership to the right click menu where you can right click on these folders and select Take Ownership, but if you can restore to when you were, then that would be better.

I am running Windows 7 and am logged in as an administrator. Sorry I should have mentioned that.
I will give restore a try. The problem is I don't know when this happened.
Last weekend it was fine this weekend I tried to use it and it was as described.
I will try it.

You could try with what could take you back a week or earlier to see how it goes.

It may save you some time if you perform the restore operation in Safe Mode should they report as failed.

The usual reason for this is an antivirus program which tends to block them, but in that mode all 3rd party programs are isolated.

If you need it, scroll down to the bottom of this article and click on the blue Take Ownership Menu Hacks link and follow the prompts which will add Take Ownership to the right click menu.

I tried to do a restore both in and out of safe mode with Norton Tamper Protection disabled.
It failed in both situations.
This is a problem I have had since i got the computer but that is another story.
I installed the Take Ownership Hack and the problem is solved.
Now about that system restore problem. I have never been able to do a successful system restore in or out of safe mode.
any ideas?
