Use of tweaking.com repair and switching to Safe Mode

I am running the latest 1809 Build on Windows 10 and have discovered that when opening tweaking.com repairs and hitting the Safe Mode button, my PC will restart and enter into Safe Mode no problem. But when it comes time to open my start screen, I have no way to enter neither a PIN nor PASSWORD. The screen comes up blank with no options to do anything.

Any suggestions or thoughts on this matter?

Can you power shutdown and restart then go into Safe Mode with Networking by pressing and holding the SHIFT key throughout a restart to navigate to the Startup Settings to see if you get the same.

This will determine if it is the program or your machine.

I tried the SHIFT button and it didn't work so I went into Recovery and opened Advance Startup mode and got into Safe Mode from there. I then opened tweaking.com repairs and everything went fine. All I wanted to do was check reparse points, enviremental, my hard drive and sfc/ scannow. Everything went perfect. That's the way I will have to use the repair program for now.

Pressing and holding the SHIFT button throughout a restart should have also gotten you there.

Sometimes booting into that mode and back to normal mode can resolve some anomalies, so try using the program again to boot into that mode to see if you get the same problem.

I opened tweaking.com repairs normally using the Safe Mode button and came up with the same results. Nothing. It boots into Safe Mode alright, but no way to enter password nor PIN. The screen comes up with the background picture and I can restart or shutdown, but no picture and no way to enter my PC.
