Windows 7 "works" but can not create folder or rename files

Hi - This was a Dell disc supplied with the machine.

So do you still have the Dell disk ?

If you do, you may be able to perform your own repair install - which product key did you use when you recreated the Licence Store ?

This article relates to that VCRUNTIME140_CLR0400.dll but I'd prefer it if you back up your system before adding anything to it.

I have the disc, but it got scratched a while ago when I was moving; it fell out of box onto the ground.

If it came with a product key, that may be acceptable to release the ISO for download from https://www.microsoft.com/en-gb/software-download/windows7

Scroll down the page, enter the product key then click on Verify, but that Redistributable link seems to be a genuine MS download which you could try to install.
