Windows 7 "works" but can not create folder or rename files

I've only ever known a repair install to be performed with either an USB or disk.

Have a read through this tutorial - have you been able to back up your drivers folders either onto an USB or DVD, although a DVD may not be big enough if you say one of the folders was as big as it was.

Could one of those drivers be for your NAS which perhaps you could uninstall until you have completed the repair install.

I've had my System Reserved Partition increased in size and am currently performing a repair install on that Win 7 machine and hopefully I won't get that insufficient space error again.

If this goes to completion I'll be better placed to see what differences there are but others on the forum have performed a repair install and reported their machines working fine after.

Back to the drawing board - same insufficient space error.
