ok maybe later thanks   Could you answer my question in the last post about format my C drive thanks a lot.....Scott

Boggin:
If you formatted C: it would clean out everything as would a clean install of an OS.

As you still have C: with your folders and I assume programs intact but still have the same problem, then as I've said, I would suggest a Reset which keeps just your personal stuff.

For me, the Recovery partition needs to be reinstalled.

However, before you go that route, you will need to make a note of any program product keys for any paid for programs.

o k now why can't I boot up of of the Media creation tool 1903 ?? Is not that they only way to get an real reset?? I got and E-Mail a few moments ago follow the link and nothing was their????

Boggin:
What initiated the email and who was it from ?

When you are using an USB as the install media for Win 10, if your machine uses an UEFI BIOS then you need to go into that BIOS and disable Secure Boot, but you may also have to turn off fast start up in the power settings.

I and someone else found we had to uncheck the box for fast start up on our laptops for them to boot up from an USB.

You can access the option for a Reset from the advanced boot options from within Windows.

One is via The Windows key - Settings cog - Update & Security - Recovery where you will see the Reset option.

Another is by pressing and holding SHIFT throughout a Restart then in the advanced options click on Troubleshoot.
