Can't get into Safemode even with Shane's Program

I've never bought a pc in my life, always built them since the mid '90s :) Anyway, every time I try a repair install with my Win 7 pro iso I get some error (a few times about not being able to copy files or something, I can't seem to reproduce the same error each time. My last attempt just a few minutes ago looked like this https://i.imgur.com/RYYa8wO.png Of course, I've rebooted every time it fails, even do a full power reset.

Where did you get the ISO to create your install disks ?
As you must have a retail copy of Win 7 Pro and key, you should be able to download a fresh ISO from this MS site after entering your product key.

Try the repair install with that install media.
Are you trying the repair install from within Windows or booting up with the install disk ?
I don't think it will be your antivirus program causing problems but you could try the repair install with it turned off.

My ISO came via an ISO downloader tool I seem to remember downloading from a Microsoft website and the ISO is dated July. There wouldn't be any significant differences between that and one I could download now, plus COX keeps getting on me about my bandwidth even though I pay for the ultimate plan which is supposed to be unlimited. BTW pretty soon I'm moving to a net deadzone, I'll be 14 miles from the nearest town in Oregon.
Trying to run the repair install from within Windows. Something keeps causing it fail after it finishes copying over all the install files.

I have a Toshiba Win 7 Home x64 laptop and I trialled repair installs on that and they kept failing at the same place and reverting until I factory reset it where it then went to completion.
I reinstalled my programs, checking along the way and eventually fully restored it to the way it was and the repair install remains successful.
I downloaded Win 7 x32 Home and Win 7 x64 Pro ISOs from Digital River before MS put the block on them.
I later came across a website that had a facility to remove the ei.cfg file from the ISO which then made it an universal install disk.
I don't know what was causing it to fail, but as you are getting similar then perhaps the only choice for you would be a clean install and all that goes with it.

Well, that's exactly what I did and even flashed my bios. STILL won't stay in safe mode! This is the dumbest issue I have ever run into. I've never seen this happen and be completely unfixable. Shane's program ALWAYS fixed it. Just going to set my hair on fire and run around in the street now.
