General Computer Support / Win 10 won't boot except to Safe Mode

I have a Lenovo Thinkpad Edge E520 (Windows 7 upgraded to Win 10 a couple months ago).  Since I stopped a couple processes from running in Task Mgr (Message Control Plus, Windows 10 Upgrade Assistant), on startup I get a screen with Windows logo and circling dots under it (wait symbol), then the screen goes blank and I get a black screen with the circling dots.  I let it run like this for 2 hours and it just stayed on this screen.  I followed the procedures and ran Tweaking (attached) but no change. Sometimes, but not always I can press F5 while booting and get to Safe Mode and I think it actually booted correctly with F5 once or twice.  Sometimes I can get it to boot normally when pressing F8 during bootup.  When Safe Mode opens I get an error message "Get Started can't be opened by the Built-In Administrator account.  Sign in with a different account." Another error message often occurs at this point, "Windows Security Center can't be started."
One other thing, not long before this problem began I installed drivers, help, support, etc. for an HP wifi printer. I have since uninstalled it with no benfit.

I have read through the previous post regarding 800f081f and have attempted all of the suggested solutions including copying and pasting at the cmd.  All without success.  I have Win 7 on a Lenovo Thinkpad Edge.  The last update I see listed is dated 5/25/16.  When I attempt to update windows the "searching for updates" just keeps running with no results even though downloads are available at Microsoft.
I've run the Tweak repairs including the Pre-scan and I'll attach those.  I've also attempted to run wu10.diacab, however, it can't start and I then get the error 80070002 "context restricted."  The same error number pops up when I try to run windows troubleshooter "windows update diagnostic."
I've downloaded and run "System Readiness Tool" and subsequently "windows update standalone installer"  all to no avail.
Whether its related or not I also get an error on startup indicating that the Lenovo Service Bridge file could not be located.  See attached log.
There are no viruses or malware detected.  No errors are evident when I use sfc/scannow or ckdisk (actually I now see some errors so I'll fix them).
Please help.

General Computer Support / Error even after all Tweak repairs used

Dell 8700.  Windows ver 10.0.10586.  I've run numerous fixes (Avast deep scan and rootkit, MS Malicious Software Removal Tool, System Mechanic, Dell system diagnostics, updated all drivers, Windows Memory diagnostics and others), and recently ran all diagnostics and repairs at Tweaking.com.  Following all of this I ran the Tweak pre-scan again and the same error shows up.  See attached.  I can post all of the Tweak diagnostic logs if needed.
My initial problem was computer just staying on a blue screen saying "Restarting" and never progressing beyond this screen.  Though such no longer occurs, the whole systems seems to be slowed.
