No Permission to Open Outlook 2016

Running Win 7 Pro SP!

Ran Win Repair AIO to the letter of instructions, completed and re-booted. 

Unable to Open OutLook 2016....no permission to access etc

Help!

hmmm can you post a snapshot of the error I have nothing to work on with
