Windows Repair applicable from BootCD onto Offline Windows?

Assume I copy Windows Repair tool onto a WinOS Boot CD or WinOS USB flash drive.

Then I boot the computer from this DVD/USB flash drive and start Windows Repair Tool.

Can I repair the offline WinOS on hard disk or only the currently running, active WinOS?

Leave the install disk as it is and put the portable version onto other media.

The program needs to be run from within Windows.
