Safe Mode does not work.

Safe Mode does not work.
F6 or F8 - nothing happens.
WR - does not help, still does not work.

Please note that "Safe Mode" is required if can not start computer in normal mode.

Which version of Windows are you using and are you using a desktop or laptop ?

If you are able to boot the machine up then go Start - type msconfig and press enter.

Click on the Boot tab and check the box for Safe boot and then the one for Network - Apply - OK - Restart.

This will give you Safe Mode with Networking.

This will permanently boot you into that mode so to revert to normal mode, go back into msconfig/Boot and uncheck the box for Network and then the one for Safe boot - Apply - OK - Restart.

If you want to go to the Recovery Environment or the machine won't boot, then you will need to boot up with either a System Repair disk or an install disk that includes SP1.

If using an install disk, then click on Repair your computer on the Install screen.

Generally though if F6 or F8 are the keys you would tap for your make and model of computer do not get you into the advanced boot options, then you would normally factory reset an OEM machine or do a clean install on a purpose built machine.

Why is it not working now?
I do not have a repair disk and do not need it. I need only safe mode (eg when my computer does not start because of BSOD or other reason.

Safe mode will work only if there is a hard restart.
or turn off the computer rapidly

Have you tried giving your keyboard a blow out with a can of compressed air - it could just be the key sticking - otherwise I don't know and a system repair disk at least is required to restore an image from an external HDD.

I hope you are creating regular system images.

My computer is booting correctly, and also from normal mode, after setting the safe mode, but it does not start in safe mode when the computer starts.
I can start the safe mode via F8 but I have to call it a hard restart and it is not safe method.
Are the data safe until the Windows System boot loader appears?

Let's see if clearing safe mode will help.

Go Start - type cmd then right click on cmd and select Run as administrator - accept the UAC and enter -

bcdedit

Under Windows Boot Loader check to see what it gives for your identifier.

It can either be {current} or {default}

Then enter bcdedit /deletevalue {your identifier} safeboot

You need to use those brackets.

Enter exit to close the cmd window and shutdown.

Switch the machine off and switch off the power at the wall socket then hold the power button in for ~30secs.

Reinstate the power then try F8 as you switch on.

On restarting back to normal mode, try msconfig again to select Safe boot and see if it will boot into that mode then.

Click F6 several times and then F8

Some machines use a different key combo but glad you've found the solution.

Use msconfig to boot into safe mode and use that cmd from the cmd prompt in that mode and then reboot to see if that returns you to normal mode.

It is a valid cmd and may have returned that message because you weren't in safe mode.
