How are you doing it - from within Windows or as a clean install ?

Can you check to see if all of your drivers are up to date, including those in Device Manager/View/Show hidden devices/Non Plug and Play Drivers.

I'm not sure if disabling your antivirus program would also help.

Drivers up to date.

Will turn off anti-virus.

Failed attempt was made from Win 10 setup file on external HD.

Will try w/win10 setup file from within Win 7.

Probably best to create Win 10 install media onto a DVD or USB which you can do after reading the instructions at https://www.microsoft.com/en-gb/software-download/windows10

You probably know how to do this but I'll go through it.

From Start click on Computer, insert the install media then double click on its drive.

This will start the process if using a DVD but will open to its files if using an USB where you would then double click on setup Application.

Using WinMediaCreator to download Win10 to USB did not work.

Determined error to be 0xc0000017. Many google fixes offer this:  from elevated cmd prompt enter:  bcdedit /deletevalue {badmemory} badmemorylist

Did not fix the error!

I've never come across that error before.

I wonder if a cold boot would resolve ?

Shut down and remove all power sources - battery and AC and hold the power button in for 30secs then connect back up and switch on.

You could try the Media Creator tool again but see if you can download the ISO from http://windowsiso.net/

Hover over the Win 10 ISO tab then on 1709 and click on Standard.

Click on the Standard one and that will give you a choice of 32 or 64 bit.

You can then create a bootable disk or USB with https://www.microsoft.com/en-us/download/details.aspx?id=56485
